I use www.tesnexus.com its a great site has many mods and most are very good. It also has ratings, videos, screenshots, and a comment section for every mod on the site.
You have to register before you can download mods in planetelderscrolls.com. Click "Mods:Oblivion" under the Downloads section. Its on the left part of the page. They have extensive mods for weapons, armor, clothing, companions, etc.. Make a backup of your Data Files before you install.
