How do you add mods to fallout 3?

Just wondering cause there is no info were to put them when I downloaded some mods off planetfallout.gamespy.com, can anyone help me please and if anyone knows any other sites feel free to tell me.

First download and activate Archive validation validated. Then download winrar. Unpack the mod with winrar. Stick the upacked mod files in the games data folder. Start the game and on the first screen select data files. Then on the next screen check the boxes next to the mods you want to use. And then start the game the game. Greenworld is a nice mod and enclave commander is supposed to be good.

well mods are fun and all but really i would'nt use them at all. I hate that kind of stuff. but my brother likes it and he cant get it to work at all.
